If you’re earning less than that, you can make a case with the US VISA Adjudicator, but I doubt if they will approve your visa. Most visa applications to first world countries like Europe, US, etc. Requires ITR and legitimate income source. They want to know that you’re paying taxes in your home country.

I suggest you register with the BIR, then after a few months (or a year), then you apply for the US visa.]]></description>
